The solution? Media creation tool and upgrade this PC now. I may have even made the ISO with the tool and mounted it. I think that tool works differently than the upgrade assistant.

I don't think I've ever had it fail. If you just factory restored, do you have any data? Why not just boot off of Win 20H2 installation media and kill the partitions and start from scratch?
